it's a bit of a misconception that Shadow works for G.U.N. in the games, in 06 he is indeed working with G.U.N. but is more of a hired agent to assist Rouge with the scepter of darkness which as you know leads into a lot more trouble for him and G.U.N., the old comic books have him full time working with G.U.N. and I think thats where the conception stems
