He didn't ask to be put in someone else's shoes, but there wasn't a better option. Turbo Tanuki was a woodland creature that lived a feral life, taking what he needed unapologetically, until Sonic stopped him from stealing his power sneakers.
Instead of sending Turbo packing, Sonic took pitty on the little thief and hoped to be the role model he desperately needed. Turbo was then trained as a substitute sidekick, giving him the chance to use his speed and power of flight for good.
The problem is that Turbo is harsh and impulsive, unlike Tails, whom is calm and methodical. This leads to a lot of friction between hero and sidekick. Nevertheless, Turbo genuinely wants to fight for the weak and punish bullies with extreme prejudice.
