If SEGA didn't reuse Sonic 2's Tails sprites (although they did change one of his tails and his palette).
Although the flying, swimming, continue, victory, rotation, and epilogue sprites did look different from the Sonic 2 sprites. Maybe they couldn't finish all the sprites due to time restraints?
(UPDATE: Edited the shading, so it doesn't look messy, especially the face.)
